I think the logic is quite similar to host - when host is disabled, no new resources will be allocated to it, but the resources on it will be kept - when host is put into maintenance, host might be shutdown or removed or so, all resources need to be migrated away. However vms on local storage on the host, will be stopped. sound reasonable.
