This the  issue I recently faced. Our customer was not able to set the
100GBps for the network offering,
So as a workaround we  Network Rate in Service Offering can be left Empty
in the "Network offerings"

We modified the vm.network.throttling.rate" and "network.throttling.rate"
to be set as 100000 and restarted the Management Server and created a new
network
On the Hypervisor the speeds were set as we desired.

Please remember this only a workaround, with this setting, with each
Network offering, we have to set the Network Rate.
