Do you see any traffic dropped on the Fortinet firewalls on either side trying to access management services or MySQL services across the VPN? Your local testlab would not have hit the issue if running on a /23 or both /24’s within the same virtual or physical switch. The Fortinet traffic policies could be blocking traffic between the 2 sites depending how it’s configured. Also is each end of the VPN tunnel aware of the remote subnet you are using for Cloudstack, if not there will be network rooting issues.
