Just to be precise during Test phase the VM get a poweroff from the UserData 
and is the restarted by Veeam. Afterwards Veeam connects over network, 
installes updates etc. For this shutdown I always had to manually shut down the 
VM as Cloudstack restarted it. 
At the end of the test Veeam seems to shutdown the VM using Cloudstack API as 
the end result is a powered off VM.

The worker was deployed within the network CIDR of the management sever / KVM 
hosts. But I used the same IP / network settings with DHCP and static IP and 
only static worked.
The Veeam Server is on a seperated network with dedicated FW rules for the 
needed ports.

If the worker got HA enabled I can`t say at the moment I tested with 4.23 RC3. 
And deleted this environment again after succesfull testing. But I will setup a 
new 4.23 GA next week and will let you know.
