One more thing I think we should check before finalizing the Debian 13 template. There was an earlier case with Debian 13 on CloudStack 4.22 where password change was working, but SSH key injection and partition expansion were having issues. Since you already tested the new template on KVM, VMware and XCP-ng, can we also confirm SSH key injection and root disk expansion are working fine on these? If these are also working, then I think the template looks good from the CloudStack side.
