The pacemaker package you are using contains a bug which prevents some pcs

Indeed updating pacemaker (1.1.15-1) seems to help :)

The only relevant error is in tests using fence_xvm since that is not
available in Debian.  Could this be replaced with fence_dummy or some
other agent?


This should be replaceable by any agent which does not provide unfencing, i.e. it does not have on_target="1" automatic="1" attributes in <action name="on" /> . You may need to experiment with few agents to find one which works.
