that this, inquorate, partition has stopped its resources and it is
now safe to activate these resources somewhere else?

The only way to put an inquorate partition in the known state is to
kill it. Quorum is there to decide who will survive, but it is not
enough to safely take over resources. You must be sure resources are
no more active.
