It looks like the open source xReporter would meet your requirements.

It uses Cocoon (currently version 2.0.4, I think soon to include version 2.1)
as the presentation layer, and supports using general skin-supplied stylesheets
and individual report-specific stylesheets.

In my opinion, writing reports with it is much easier than with just XSP's.
For simple reports you write a report definition that is little bigger than the sql 
query.
It handles reports with grouping, and you can even plug in custom java code easily.
You can bookmarks the reports either with or without the parameters filled in.
It takes care of role-based security, getting parameters from the user, chunking
the output, and outputting in multiple formats (html, pdf, and flexible csv).

The code is pretty well designed and clean, so if you need features that are not
present yet they are usually pretty easy to add.  I have found the developers to
be very nice to work with, and they seem to accept patches quickly if they are
quality code and well thought out.
