If the webhosting doesn't do anything about it because
they do not want to block a paying customer.

Is there another organisation one can approach
who can take action against the hosting company ?

Whois. Either use the whois program (available at least on most Unix
derivates like Linux), or go to the authority responsible for that part
of the internet domains (ripe.net, arin.net etc.).
