Sorry, there are no OFFICIAL distribution of Cocoon 2.1 since there is still under development. If you wish to use 2.1 you need to download from: http://cocoon.apache.org/mirror.cgi a "release candidate" or a Nightly snapshot. Or better use cvs to get the lastest.
