I'am using 2.1 final.
When running build.bat on windows 2000 and with no modifications made in any properties-file, I get the following error: - java.lang.IllegalArgumentError: No attributes are implemented at org.apache.crimson.jaxp.DocumentBuilderFactoryImpl.java: 193.
What JDK are you using? Have you checked out this page: http://wiki.cocoondev.org/Wiki.jsp?page=EndorsedLibsProblem
It might be the cause.
