It seems the WSPG is getting decoded parameters, but is not re-encoding them, either properly or at all. I posted this possibility on -dev, and I'll see what the responses are.
I'm going to file a bug in bugzilla for this [1], and leave it as unconfirmed. If you could come up with a simple test case (that doesn't use Amazon, for instance), that shows the proxy sending out unencoded parameters, that would help the debugging a lot.
