FWIW this solved the problem. The 'fo2rtf' serializer works
when I replace "webapps/WEB-INF/lib/jfor-0.7.1.jar" with the
"jfor.jar" from the technicat.com site.

*** Warning *** the download link on that site has one too many 
'jfor' directories.

Use: http://www.technicat.com/jfor/jfor.jar 
not http://www.technicat.com/jfor/jfor/jfor.jar 



Fixed in the last minute of the first quarter of the Chiefs-Raiders
game!

Of course, as soon as I tried to load the RTF output into Word 2002
it crapped out. OTOH OOo 1.0.2 worked except for the usual character
problems (no bullets etc).
