During Dec 2001 to April 2003, the downloads were constant - even high - but since then they have dropped off significantly. OTOH, the page views (I assume of cocoon.apache.org) have continued to climb.

the publishing of Cocoon is a little clumsy in my opinion, but I argued already lengthy and do not want to repeat it here.

But there is also another possible effect: If there are only Cocoon sources available why not take the sources directly from CVS. This is what we are doing here in the company. The updating process can be done much easier, you have to download less.
