Between lines I see a problem:

We are suggesting to use WinCVS 1.2 while WinCvs has evoluted to newer
versions. People tend to get the same version as suggested in the HTML
pages he saw to avoid problems. It is natural. So I propose to avoid using
versions or even better just setting a "minimal" version for tools that
are not so important for cocoon development. In this case it does not
matter what CVS client you use.

In this case it really does not matter if you use winCVS 1.2 or 1.3b3. I
hope I explained the point.
