Hi,

the framework is the "old" portal which is stable and usable
and provides some html based administration utils.
The portal engine is the new version that is currently
under development and lags some things like the administration
tools etc. Apart from that, the engine is stable as well
but might change over time until a final first version.

So, in the end both versions are stable and usable.
Personally, I would prefer the engine over the framework
because it is more elegant, has some nice features 
(like tabs) and is faster.
