Try it the standard way first, i.e. without jtidy.properties. There is also a sample in the Cocoon distribution - try it out.

And: there is no problem having XHTML in the pipeline. You need even XML in it - and for HTML the format is XHTML. If you don't want XHTML at the end, simply don't use XHTML serializer.
