New class file: it depends what you do: add a jar, update a jar,...or in the case of Tomcat you can set within conf/server.xml
You have in web.xml an allow reload parameters which needs to be true to allox Cocoon to reload itself
<Context path="/cocoon" docBase="cocoon" debug="0" reloadable="true" ...
