You have in web.xml an allow reload parameters which needs to be true to allox 
Cocoon to reload itself

or in the case of Tomcat you can set within conf/server.xml

<Context path="/cocoon" docBase="cocoon" debug="0" reloadable="true" ...

In case of cocoon.xconf: it is necessary to restart cocoon, but not the
servlet AFAIK. no idea about java source...
