That is a strong indication that the IP access permissions are not set up correctly. What you posted before looked correct, but it's been a while since I've done that myself. Check the mysql manual carefully and maybe ask on the mysql user group. It may help to create a very simple standalone jdbc test class which just connects and performs a simple query so you can eliminate any interaction with Cocoon as a factor. I like that security feature of mysql but a lot of people seem to get caught on it including me and you apparently...
