Ok, this may really make you feel stupid, but the only reason that your code does not work is because your referring to xmlns:xi="http://www.w3.org/2001/Xinclude" your mistake: it has to be xmlns:xi="http://www.w3.org/2001/XInclude" (see the difference: big 'I' not 'i'!). Usually components check that namespace and because they do mind upper and lower case, the transformer did not 'see' your include.
