A quick check with the OpenSP validator shows that the <textarea/> is fine with XHTML-1.1. I would expect the same for earlier versions of HTML.
It is valid XML but *not* valid HTML, and pre-XHTML browsers will choke on it. A common workaround is to include a dummy foo="foo" attribute which usually causes the slash to be silently ignored. Works for <br> and similar tags too.
Mozilla does indeed render this incorrectly.
You need to put the correct DOCTYPE into the document in order to get Mozilla out of quirks mode. Check the Moz FAQ for all the details.
