XSP:EXPR should be outside of XSP:LOGIC block..
try:

END OF XSP:LOGIC BLOCK MOVED HERE
<val1><xsp:expr>app_id</xsp:expr></val1>
<val2><xsp:expr>user_id</xsp:expr></val2>
