PDF-->TIFF using Cocoon/Batik?

Is it possible?  I guess you wouldn't really go PDF-->TIFF but 1) XSL:FO-->PDF, then 2) Java app-->Batik-->SVG-->TIFF, or something?

 

Any pointers are appreciated/
