It depends on how you define J2EE. J2EE is a large bag of technologies and you're not forced to use them all at all times. In other words, you can do DB access and transaction mgmt *without* using EJBs and JTA and still say that your app is J2EE-compatible. JDBC and locally managed transactions are fine for most apps.
