Stephanie, This seems to be a problem with configuring the user from the "Configure Tomcat" dialog. What you need to do is configure it from the Services dialog of the "Control Panel|Administrative Tools" page (look for the Apache Tomcat service, Properties menu option). The panel looks just the same, but actually remembers the changes when you make them.
