not sure about this, but i think you should put the 3 jars into tomcat-home\common\endorsed
(you putted them in Java_Home\jre\lib\endorsed)

P.S.: I am not using the latest Tomcat and Cocoon, because
in the book they recommend Tomcat4 and cocoon2.03
which matches my development environment
