Indeed, with nl_BE it didn't work but it does with fr_FR !!! now the Woody part is solved (it uses the fr_FR) and for the xsl I used the following:

I don't think so, but what might happen is that your JVM doesn't have the nl_BE Locale installed. Unless it's the container that you use to run Cocoon overwrites the settings?
