Just use two matchers, like this:

 <map:match pattern="images/*.gif">
  <map:read mime-type="images/gif" src="resources/images/{1}.gif"/>
 </map:match>
 <map:match pattern="**/images/*.gif">
  <map:read mime-type="images/gif" src="resources/images/{2}.gif"/>
 </map:match>
</map:pipeline>
