Build Error: (could not create task or type: if)

Hello,
  I'm running Linux RHAS 3.0, java 1.4.2_07 trying to build cocoon 2.1.7.  I am using the Ant that is included in the tar from the cocoon download.  When I run:  ./build.sh webapp, I get the following error:

Ant could not find the task or a class this task relies upon.
