I solved my problem by the grace of your idea.

                <xsl:apply-templates/>

</xsl:template>

<xsl:template match="para">
        <p><xsl:apply-templates /></p>

        <xsl:value-of select="." disable-output-escaping="yes"/>
</xsl:template>
