In cocoon deli block documentation
(http://cocoon.apache.org/2.1/developing/deli.html) the section
"Configuring Legacy Devices" explaines how to bind a User Agent string
to a profile. But unfortunately "legacyDevice.xml" has changed (now
deliConfig.xml points to an rdf file) and I don't know how to do it.

As already mentioned DELI can support legacy devices by recognising
the user-agent string supplied by a client and mapping it on to a
profile. In order to use this facility it is necessary to supply an
XML file that contains information about legacy device user-agent
strings and the corresponding profile URLs.

...so i think DELI could be used also without a cell phone.
Also in WEB-INF/deli/legacyProfiles/ directory i can find:
amaya.rdf
mozilla.rdf
msie.rdf
opera.rdf
None of these browsers I think is capable of sending CC/PP or UAProf
information, and it would be a nonsense to write it there if DELI
could not handle this case.
So, could be that DELI in cocoon samples is configured for UAProf
devices only, as you said, but does anybody know how to bind a User
Agent to a "legacy profile" with the new configuration syntax?
