Build Failed on org/apache/xpath/XPathAPI

Trying to build 2.1.8 on fresh machine: XP, jdk1.5.0_06, ant 1.6.5.

followed the steps as in http://cocoon.apache.org/2.1/installing/index.html.

local.build.properties are identical to build.properties.
local.block.properties is appended.

also appended is the output from the command window.

any help appreciated.
