yes, I had define the namespace. and there is no big difference between the <xsl:text>is inside or outside

Did you define the sql: namespace in the stylesheet?  Otherwise, use
non-qualified element names: "rowset/row/rowset/row".

Also <xsl:text>/</xsl:text> should be inside the if.
