For http-connections we have a proxy. As far as I know svn uses
standard http to prevent problems with a firewall. Another way could
be to wget the whole directory but that's not a real checkout...
I have had problems with certain firewalls (the one my company uses for
example) blocking certain HTTP requests, where those same requests go
through fine over HTTPS. Try https://svn.apache.org... instead and see
if that helps.
