Is this a bug?

Hi
If I have a pipeline match with sub matches, if the sitemap fails to 
find a sub match, then the exception selector will not work.

For example,

     <map:match pattern="*">
       <map:match pattern="create">
         <map:call function="brand">
           <map:parameter name="jcdId" value="tsg"/>
         </map:call>
       </map:match>
     </map:match>
