Ok, I got version 2.1.10 running using your tips:
1) Switch off the java security manager (under ubuntu that's in
/etc/default/tomcat5)
2) Move to Java 5

I guess we should stay away from jdk 1.6 for a while yet...

Perhaps, one more try: Did you try it with the bundled Jetty? I assume
it's a problem with the configuration of Tomcat on Debian
