I asked them because I suppose that "Dojo 0.9" will be available before official cocoon 2.2 release however I agree with You about last official/stable Dojo version.

I'm not Dojo insider but from Dijit site I understand that Dojo has been split into two project: Base and Dijit. The work on this split is in progress and there was no official release right? If so, I think upcoming Cocoon 2.2 release is going to have latest release of Dojo.
