That's strange, because it exists in the tag of 2.1.4: http://svn.apache.org/viewvc/cocoon/tags/cocoon-2.1/RELEASE_2_1_4/src/java/org/apache/cocoon/acting/ClearCacheAction.java?view=log AFAICS it exists since the very first Release of Cocoon 2.1.
