Ouch, that's old. Maven fixed many nasty bugs in last patch releases and
it's really, really good idea to update ASAP. That could explain why
Maven failed to download dependency plug-in.
PS. I'm using Maven 2.0.8 and I'm very happy about it.
I suggest to use 2.0.9 - it seems to be even more stable (if this is
possible at all...) than 2.0.8 especially for multi project builds.
