It provides you with a template for a basic HTML5-based site. It use jQuery for communicating with (a preferable cocoon-based) server, but one could use any framework (like the Dojo toolkit, my favourite). If you display the index.html generated by initializr.com, try Firefox->Tools->Web Developer->Responsive Design View.
