I have few questions: Is it the first checkout or do you have no scm changes in each build? What are your build definitions options? always build? clean build?
With your logs, I see that Continuum run a svn checkout instead of an update, so I think you choose to run a clean build, right? With a checkout, we don't check scm changes, because it isn't "possible" on projects with lot of files. We get scm changes only with scm updqte process.
