Yes exactly.
If you want to change this you have to edit a file in the webapp :
WEB-INF/classes/META-INF/plexus/application.xml

and modify <alwaysSend>false</alwaysSend> to <alwaysSend>true</alwaysSend>
Note that setting alwaysSend to false the notifications are always sent ignoring the build state (error/success...).
