This breaks our upgrade target here (it tries to install dragonfly.cf 
without generating it first).

I was under the impression that a 'make upgrade' was always done after
a buildworld.  Since the *.cf aren't necessary for a working 
/etc/mail/Makefile, I'll change the upgrade target.
