Software install error on live CD

Happy new year!  I installed 1.4 RC2 this morning and attempted to 
install all of the software packages on the CD.  The package install 
failed with the following error:

Execution of the command
/usr/sbin/pkg_create -b pkgdb.byfile.db /mnt/tmp/pkgdb.byfile.db.tgz
failed with a return code of 127.
