1: You can measure network performance, but it's not needed. Mostly, you just need to measure the difference in time required for cvsup and rsync to do the same task. 2: Time taken, as mentioned above, is the important thing. If desired, you could measure memory and CPU usage, though I don't know a consistent method for that. Going back to the other question you posted - you were asking if it was possible to build version 1.6 on a 1.7 system, if I read it right, which I don't think would be needed. You're just timing the download process, not the build process.
