Hmmm...really?  He's doing wsdl2java, so that would mean WSDL-first.  The
example CXF test that you gave below[1] is Java-first.  But isn't it the
case that any *Service class generated by a wsdl2java run (which is the
Service class that he would presumably be using) would have a hardcoded
reference to the WSDL file, and so therefore he would need the WSDL file?
