No, not until WS-RM becomes standardized enough such that it can work with
any WS-client or web service provider.  It's just not that heavily in
demand--perhaps because methods using a data store are rather simple to
implement instead.  GlassFish Metro does a lot of WSIT interoperability
tests with .Net, and I believe that covers their version of WS-RM as well. 
Since you're working with .Net, you may wish to try Metro instead for your
web service stack.  Maybe a good ESB such as Mule or ServiceMix can also
handle what you're asking for.
