I think you may have a mix of some 2.2 snapshot jars in there. Particularly, the ws-security module.
The kicker is the class: org.apache.cxf.ws.security.policy.WSSecurityPolicyLoader which doesn't exist on the 2.1.x line. That's only on the 2.2 line.
