Should the line:

be:
factory.setServiceName(QName.valueOf("{urn:metoc:jmcbl:jmbl}JMBLWebService"))
or:
factory.setServiceName(new QName("urn:metoc:jmcbl:jmbl", "JMBLWebService"))
