I noticed that in addition to the "idl2wsdl" tool, there is a "idltowsdl"
which seems to be targeted to generating WSDL files for the Artix C++
Runtime. It also appears to have more functionality regarding the style of
WSDL file generated. Is the "idltowsdl" tool open source, and if so, where
can I download it?

You can try the Artix docs for the CORBA support in Artix. Much of it
should
apply:
http://www.iona.com/support/docs/artix/5.5/corba_ws/wwhelp/wwhimpl/js/html/w
whelp.htm

That may help.
